3 Amendments That Would Make Bill 208 Testable
A bill that cannot be measured cannot be defended. AB Choice wants Bill 208 amended so Alberta can tell whether it worked.
Amendment 1: a public enforcement baseline
Before restrictions take effect, publish the number of inspections, failures, penalties, complaints, and illegal-supply referrals by channel. Without that baseline, later claims about success will be guesswork.
Amendment 2: illegal supply reporting
AGLC's tobacco reporting shows Alberta can track illegal product, tax avoidance, and enforcement activity in detail. The vaping file should use the same discipline where illegal nicotine sales are alleged.
Amendment 3: a review trigger
If youth access does not decline, if illegal supply complaints rise, or if adult legal access collapses in rural areas, the rule should come back for review. A one-year implementation window should not become a permanent blind spot.
